Path Does Not Exist Check the Path and Try Again Windows 10

Then i have recently been having bug with windows ten. Whenever i endeavour opening any windows tools such as "Chore Manager", "Command Prompt", "Regedit", "Services" it never opens and instead it comes upward with an fault "The specified path does not exist". I provided the two screenshots of the error beneath.

I too can't open up whatever installers that i download to my C drive unless information technology a .rar file and is inside winrar. Whenever i open up the installer, the file explorer freezes and so again gives an fault saying "The specified path does not exist". Screenshot provided below.

When i boot windows in safe mode, all the windows tools work and i can open "Task Managing director", "Command Prompt", "Regedit", "Services", etc. with no trouble. I causeless that this was a windows problem so I attempted to do a arrangement restore but after going through all the phases of the restore, it reverted the changes and i was back where i started. I now question whether i should install windows on my 2nd ssd and make that the bootable ssd. The problem with that is that i don't have a windows 10 product central because i bought this pc from someone else about a year agone so idk how that would be able to piece of work.

In safe style, endeavour this
open up command prompt (admin)
type SFC /scannow and printing enter
once its completed, copy/paste this command into same window:
DISM /Online /Cleanup-Image /RestoreHealth (if yous type this, spacing needs to be verbal) and press enter
SFC fixes system files, DISM cleans epitome files, re run SFC if information technology failed to fix all files and restart PC
